That should be all you need to do. The third one should be available on your list now.

If it isn't, maybe you've encountered some kind of bug.

Are you talking to the levemete at the end or just exiting the duty? If you're not talking to them, that might break things.

I’ll check again tonight and see what is exactly happening. We have been talking to the npc at the end, with the green icon above him.

It sounds like OP is queuing Duty Roulette: Guildhests and only getting the Lv10 ones. This is normal, as a lot of people sign up specifically for the second one to abuse its quickness for achievements, so it pops up a lot. If you want to do the others to unlock more roulette options, you should queue for them one manually one at a time. The tab for them is light blue with a paper or scroll. Remember to uncheck the previous one (or press Clear Selection) before queueing for the next. There are two guildhests every five levels through Lv40.
