I don't think he's lying. What good would that do realistically? It's been said before that the combat design team is small and doesn't contain anyone that actively plays as a healer. There's just a severe lack of field knowledge about the role, and what happens is they make changes that sound good on paper without really testing them with the knowledge and experience of a healer main.
