Imagine being gated by RNG and cannot do anything about it but "one more of those 30 minutes run". That's how gacha keeps their customers. Except that gacha offers to deal with your RNG through money, while FF14 does not.
"Respect players' time" is that the FF14 is known for, but RNG as the only way to progress is very against that direction.
The OP said he ran 56 times for a reaper/dragoon piece. Let divide it into:
16 coins for chest/leg pieces = 32 runs
8 coins for head/hand/feet pieces = 24 runs
The same 56 runs, but you get everything vs 56 runs for a chance to get single pieces.
Same thing already happens with Ex trials. And Ex trials is fast to do if you have a proper party. Or even solo if you are high level enough. 24-man, however, often takes a lot longer (save for LOTA and Void Ark, the rest pretty much chew 20 minutes to go through synced) is is pretty much impossible to solo due to mech-gated.

Honestly, I agree; I think they should do that as soon as an alliance raid is no longer current. In other words, when the next alliance raid came out, or when the next expansion dropped.
So when Puppets' Bunker came out, you could use the Manufactured Coins to get any of the pieces from Copied Factory. When Tower at Paradigm's Breach came out, you could use the Puppets' Coins to buy any of the pieces from the Bunker. And when Endwalker came out, the Breach would unlock in the same way.
Basically, as soon as the gear from the alliance raid is no longer relevant in terms of ilevel, it's basically only glamour. At that point, it doesn't matter if you can buy it with tokens as opposed to rolling on it or not.
(On the other hand, I suppose I really value some of my Skallic and YoRHa Type-53 gear, because I ran that dungeon and that alliance raid a lot just for glamour...)

I must have run Copied Factory hundreds of times since the day it came out and I have not seen the caster dress drop once across all my different characters. In the 8 years of playing this game I still to this day have never seen the Amon chestpiece drop from Crystal Tower. This is beyond ridiculous. These raids are no longer current and it hurts absolutely no one to allow us to buy these items with the stacks of coins we've since accumulated across countless fruitless runs.





That is highly unlikely but I guess it's still possible.
