If nothing else, the sidequest NPC should stay in place after the quest is complete and let you reapply the glamour whenever you want. I was expecting they would, or I might have left the quest incomplete so I could keep access to it.

I did notice when wearing the outfit that it is somewhat "cheating" in the model: the inside of the skirt is sealed off at knee level and not built completely. Perhaps it's not designed to handle all character movement.

That's probably so the silhouette can be maintained without bodily proportions changing it too much or clipping through. There are a few pieces of gear in the game that slightly alter the shape of your character's body. I have noticed on my character that the caster chest piece from Puppet's Bunker and the Hannish Wool Autumn shirt both make my character's waistline slimmer. The 2B legs not only change the shape of the rear to be rounder but also the shape of the legs as a whole (though I'm unsure if the legs part does change on male characters). The Forum robes have a slim hourglass silhouette which is nowhere near the natural body shape some of the races have, so I suppose SE elected to make the top half of legs invisible so that the silhouette of the robe can remain to some degree without proprotionately thicker legs clipping through.

Gear doesn't need to make body parts "invisible" to avoid clipping – it simply replaces the body model entirely. This is the case for everything, except that usually it is replacing each piece with a gear model of the same proportions so you don't notice the switch. Things like bare arms or hands are modelled into the gear piece as well.

I don't know all the logistics behind 3D modelling as I know it from a minor point of interest at best, however it is possible that it was just more feasible to make the thighs invisible than change their shape either due to time constraints or just whatever quirks the robe itself may have in its design.

What I'm saying is, they don't need to "change the shape of the thighs". They just don't put thighs in the robe model at all.

Your character does not equip gear onto a permanent body model. The entire relevant segment of the body is switched out for the gear piece.
