    I understand why they weren't for budgetary concerns, but it would've been nice. I mean, when was the last time we heard some of the city leaders actually get voiced lines?

    Especially Hien. He pops up in the council scenes, but he hasn't actually said anything since 4.5.

    Kinda funny how a company like ArenaNet can voice act everything in Guild wars 2 but for SE, which is magnitudes bigger can't manage a few more lines due to budget. Makes ya think.
