Agreed. I've also been looking forward to Ratz-at-Han for so long, only to find out its listed as a secondary hub instead of the main city of an expansion. That means most likely no marketboard, or even housing. Even though I WOULD LOVE to have a house there. It's my favorite city in the game. Yeah I love that place, as an Indian. When I first stepped in there I just... felt at home.
