The point here was they've reused gear extensively in the same expansion, as well as the same patch.HW reused the Level 136 as Dravanian i195 (Aery > Anti Tower). Similarly and more appropriately they also reused the gear from Dusk Vigil as the i145 crafted gear.
I've once again emboldened the keypoint here. Do note that Monastic Cyclas is Dusk Vigil (LEVEL 51), and Chimerical Felt Cyclas is 145 crafted. Openly talking about budgeting issues is essentially criticizing the company/organisation you work for. If stuff like that is routinely done then you won't remain in employment very long in the vast majority of places. Many themes within this game also appear within previous Final Fantasy titles. if you didn't know that.
You need to understand that whether you like it or not asset reuse is just a normal thing, no matter how extensive of not. It's a means of keeping development costs down, in addition to ensuring projects adhere to strict deadlines, which in the case might not necessarily be a possibility if they aim to never reuse assets. It's just a natural thing. Ultimately Square Enix is a business, if they can cut costs without a severe detriment to quality (I know melodramatic people on the forums think it is severe), then they will do so.
Besides, whether you want to admit it or not COVID-19 still remains an excuse. The game was being developed in an unforeseen time. If you don't think COVID still impacts peoples ability to work then you're living under a rock (Perhaps not to the same detriment, but if people catch it, or are in contact then that's a detriment to productivity or a complete temporary stoppage to the work carried out by that employee.
Call it a weak mans excuse all you like - My response to anyone with that mentality is to stop living under a rock, to be honest.
