I am guessing it has to do with the queues, AND the additional wrinkle thrown into the whole problem with the existence of Housing.

First off, there's not really anywhere that people could transfer to to significantly escape the queues, except for Japanese datacenter Gaia (which seems to have been chugging along like there's not even an expansion launch at all in that respect). So you'd have a swarm of people moving to one datacenter and probably swamping it so it's just as bad as it used to be.

FWIW, Blizzard tried something like this in years past - they'd even offer free transfers from top pop worlds to specific lower population ones to try and balance the load. It ended up creating no small amount of annoyance for the player base because they would routinely have to end the program early because "goals had been met" with the result that guilds - in a heavily guild based raid culture in a day when raid groups were much larger even than WoW's current ones, to say nothing of comparing to a XIV-sized raid - got split as people who couldn't for whatever reason jump on the transfer system fast enough were left behind and in many cases even a paid transfer would no longer be allowed to the same realm due to load. To be fair, at least WoW servers do not prohibit creating a brand NEW character even on a packed to the gills realm, but then that player has to catch up to endgame in a game where catching up is a fraught proposition at best ...

The other elephant in the room and one I haven't seen many mention is the fact that housing exists. Not only would people have to give up their houses to move, and probably not be able to get another one in their new choice of residence, but if players were allowed to transfer, it would mean housing plots would open up on their previous homes ... which would be a seriously bad situation right now. In fact, I'm pretty sure that the current housing timer moratorium is not only predicated on people struggling to play the game to be able to reset their timers, or on the fact that so many people are going inside their homes (often to abuse the AFK timer) that it can also be a matter of luck if you can even go inside your house (necessary to reset the timer) without getting an "extreme server load, couldn't leave the area" error, but also the fact that it would result in houses being opened.

And if houses open right now, before the Lottery is implemented, everyone, SE included, knows that means gaggles of autoclicker AFKers form around them, further exacerbating the queues

I feel ya, bro. I've been checking the server transfer function every day - despite being told they'll tell me when the ETA is. Bugs me a whole bunch, but at the same time... they did grant me (us) 3 weeks of a free sub. That's an oldschool Blizzard level of apology that I can't help but appreciate.

It has been almost 3 weeks, I have been managing now but I want to get out Gilga it is insanely congested and raid coming will make, I have been server visiting but 3 weeks without my retainers are taking its toll.

Can you at least communicate when it will be available?

Once server Cong is down they will put it back up that not going to happen on till probably Feb u going to have to wait.

They didn’t, I need a statement saying that sever transfer won’t be available till End on January. Roadmap has nothing to do sever transfer. They can enable sever transfer off peak hours if they want to just like characters creation which works off peak hours.
