So isn't it just as likely to be some activity that's actually related to housing that's causing tons of people to be in there?If the congestion was in Sharlayan, you would get an error upon entering Sharlayan. As the congestion is from too many people in housing, the error is received upon entering housing.
This is the same as when too many people flood a zone for hunts and it gets locked off.
Because they can make their house private and afk without anyone being able to see. Those that do t have housing probably use inn rooms, which you can also be locked out of BTW

This is not a court that we have to provide definitive proof, and even in court, you can be sentenced by strong circumstantial evidence.
I have people in my FC defending third-party programs to avoid AFK'ing and someone in my friend-list staying inside his Barracks for hours and hours, but you want your ''definitive proof''.

Why are the housing instances clogged during non-peak hours? The simplest answer is usually the correct one.
Though they would gain something being IN their house, opposed to being somewhere else. That gain is them being able to use their bot/macros in privacy, without the chance of people reporting them.
Sure they do. Less visibility and chance at detection.
