Most of the inactive accounts (I'm almost certain that almost all of them) never paid a dime in sub fees. Therefore, it boggles the mind that non-paying folks get more priority than paying ones. Mind you, I pay every month and never actually play the game. Not that I really care what server I go to, because I probably will continue to pay for a game that I don't play
