3:59am is my "lunchtime"..
BUT.. when I do have problems going to sleep I take melatonin, drink something warm and read (not on a backlit device).
ALSO establishing routine is important. In most people your body gets a set rhythm and if you try to go to sleep at different times every day you won't be able to. Try to be in bed and winding down at the same time every day. Doing something ritually like a warm drink or reading at bedtime will make your body used to relaxing when it experiences those sensations because it will associate them with bedtime.
That's what helps me anyway.
