Inactive Players are not Filling Up Servers

I was just able to move two of my inactive characters to the europan server so I think inactive characters are apart of the problem. Hopefully by moving my inactive characters some other spaces will open up. ><

so I was just able to get one of my Characters into ridill where I took off one of my inactive characters but only one spot opened up. I still have to figure out how to get my husbands character over there. Seems like inactive characters do have an impact.
