GMs sometimes see those types of tickets as requests for game hints and that might be why they have not responded. MSQ bugs are so extremely rare.
It would be helpful if you had a RL friend who could visit to see what you see, or if you could share screenshots with a friend. We can suggest things to try from here but it's more difficult without the visual references.
Iscah's question does have a purpose. Even if you haven't picked up the quest, the Main Scenario tracker will always display a map of where to go next for the MSQ if you click on it. Does it still display the Waking Sands when you do, or does it display another location? If you could then take a screenshot of what you see when you click on it and post it here, it might give us more info to help you.

I don't have key item "Warburton's Journal". I can't find Tataru in Mor Dhona (X:21.Y:8.0).I also can't enter "The Rising Stones" becuase of the MSQ progress.To the OP; This.... if you click the "quest" from the MSQ in your HUD, it will open the quest as it would in your Journal.
Also, to add, this quest is part of the arc where the Scions base is relocated from The Waking Sands at the docks in Thanalan to Revenant's Toll in Mor Dhona, then renamed to The Rising Stones.
Each one of these locations has a Solar instance, but one specific to the location.
This means, depend on which side quests have been completed that involves Minfilia, she can be in two locations at the same time, but only have interactivity to the quests related to that specific location.

One thing to check, to see if maybe you are actually already "partially through" this quest, is to see if you have:

If you have it, then give it to Urianger in The Waking Sands to progress.
If you don't have it, and Minfilia in The Solar in The Waking Sands doesn't have a quest marker, then proceed to Revenant's Toll in Mor Dhona, find Tataru, and then find Minfilia in The Rising Stones' The Solar.
