If i had to guess, I would say, they locked max players at a number lower than the total population to force the worlds to level out and will likely open more spots on a daily basis.
Either way this makes me laugh. Careful what you ask for.
Guys... chill out a little. As i say on my last post there is no way that all server are full on the same time if the amount of ppl don't increase. It must be a bug or a fail logic on the algorithm that calculate the amount of ppl. Wait for what SE will say about it.
The inactive characters don't count here. Why? I'm trowing some random numbers to make a point.
Lets start saying that every server have 1000 persons (active and inactive). SE for the merge add 1000 free slots on each server.
Then every server at the begging will have
Active + Inactive + Free
1000 + 1000 + 1000 = 3000 slots
That will mean that the between the 10 servers there are 20000 slots used and 10000 slots free. That amount can't change unless new ppl make an account and create a new character. If 1000 persons go to the lets said server 4, that will make that server full but will make the source servers open up the same amount of slots that characters leave them. So the balance of 2/3 overall must stay the same.
This is why i think the two next case are the most likely what are happening:
1. SE fuc'ked up the algorithm that calculate the space on each servers and its no taking account the amount of ppl that leave on each server.
2. A lot of ppl create an account and a character in the 2~3 hours that passed before the servers went full. (lol hard to believe).
