    Why not use Ragnarok as a buffer?
    People who want to transfer to a different server may select Ragnarok for a start, then as the other servers get less people, the ones on Ragnarok can change their destination again.

    Dunno if it has already been pointed out, I skimmed most of the pages <_<

    Those people would run the risk of getting stuck on Ragnarok

    Because if the slots don't free up they'll be stuck on a server with no population and noone wants to take that risk.
