From what I recall, you're given the option to choose and soon as you decide, you're locked into that choice if your original default server is filled. That means that if they choose to move it frees up a single spot on that server already. By this weekend everything should be settled.

and you are delusional if you think people from larger groups are going to different servers, it's all because of this option 2 that people decides to stay on their server. It will only be people that have friends from other server or have a particular linkshell they are aiming at.
