Because it's our character essentially being...a character. Instead of this stoic individual we just play as, we get an actual look at the mental state of the WoL, how all the events are effecting them personally. Considering the questline starts in the HW expansion, which is the first time the player character actually has dialogue choices in the game, it's also a showing of how the WoL finally has started having enough of being quiet all the time and starts giving their own opinions on things. Essentially the doormat has had enough of this crap, and is finally letting you know how they really feel.

Which was part of my problem with it. The entire rest of the game had the WoL as a sort of blank slate where you decide for yourself how you feel about various things. Then along come the DRK quests which said "No, really you felt like this the whole time." It was super weird and out of place and completely at odds with how I actually felt.

Remember, ARR had NO dialogue options whatsoever prior to HW's launch, with players annoyed at fetch quests, annoyed that they couldn't tell people off, annoyed that they just played some doormat. Then suddenly HW comes, and DRK 30-50 questline is the literal embodiment of all of that. WoL is annoyed with the fetch quests, annoyed at people and starts telling them off, annoyed and tired of being a doormat. It's essentially airing out our inner problems, and was the most relatable questline to date, while also showing that yes, the WoL DOES have feelings and DOES seriously have problems with everything going on. The HW dialogue choices show this in spades, with you being able to be snarky, vengeful, and at a point where you can start telling people off, things you never did prior to that (and all of which feeling like Fray is saying it).

Since it could be considered canonical that the DRK questline happens before the bulk of HW happens, every dialogue choice after that is essentially the WoL actually having opened up from coming to terms in the DRK questline and realizing they need to stop just being silent and actually give their opinion on everything.
