Why does summoning a fairy still take time to cast?

Having to cast Fairy Summon mid-fight is more of a penalty. You know you messed up somewhere if you have to do this.

I would've figured that dying and losing your MP and Aetherflow stacks would be punishment enough for messing up, but I suppose SE thinks SCH should suffer more lol
