Unique gear and equipping retainers

I would like players to be able to hold two of the same ring personally; otherwise, someone has to do Savage content in order to maximize their overall item level.

Perhaps I'm missing something, but can't we have two of the same rings? Is there a certain level of content (Savage, etc) where this becomes an issue? This isn't something I've paid much attention to.
