It's a dumb logic because being direct doesn't mean being rude, and being indirect doesn't mean being polite. One of the things this community does best is being passive aggressive and these rules pretty much encourage such behaviour.

Now that you've mentioned it, I think this might just be a culture-shock/lost in translation thing, 'cause if I recall correctly, that logic actually tracks in japan, and the new rules are kind of enforcing the japanese definition of politeness, despite us having a completely different definition of being rude vs being polite.
