For this one, you can see there's a clear theme going on with the instances chosen; many of them are MSQ capstone gates. This moogle event is clearly designed to push people towards dungeons that block entering a new expansion (Baelsar's wall, Ghimlyt Dark) or block reaching the endgame of an expansion (Aetherchemical, Ala Mhigo, Amarout). So promoting the CT raids falls within this moogle event's purpose, since Crystal tower gates entering Heavensward now, or EW for returning players by blocking 5.3 progression.
At the same time if people missed out the Ala Mhigo's mount on past events, it is a good way to try and get it.
But I definitely want to play Rival Wings more, haven't touched since last moogle events.
Certainly looks that way. I have several alts sitting at different points in the MSQ and I've never had to wait very long for any of those dungeons to pop as a DPS within the last few months. I haven't done Shadowbringers in awhile so I can't comment on Amarout but that one can be done via Trusts.
Lowest common denominator. To get Ivalice in roulette requires all 24 people to be level 70+. Meanwhile it only takes one person under level 60 to force the 23 others into CT.

Time to hammer frontline roulette I guess, especially Seal Rock. Still need to make considerable progress for those achievements.
Fantastic, no new mounts for me. I guess I'll get the jacket and spend all the rest on MGP cards.
I feel like the intent might not "encourage people to spam CT" but "here's a consolation prize for getting the dud roulette outcome again".

I was curious if there was something fundamentally different from the other maps, and as we’re ony level 63 atm it would take up space I’d rather fill with earlier maps. So that’s very helpful to know!
They also apparently guarantee that a portal will open.
