Incantations are literally chanting magic words, though. It is a very common fantasy trope that witches, wizards and the like often recite verbal phrases necessary for their spells to function. Why else would the Silence condition prevent spellcasting?

This is probably also true. Imagine a whole party yelling out their spells... "Stone! Stone! Stone!" "Fire! Fire! Fire!" Even if they made it so you only heard your own character's voice, it would still get pretty tiring.
