Actually it isn't.
Last year was just the year that COVID disrupted everything, so they cancelled All Saints' Wake entirely.
This year is major expansion launch time, so they're deliberately rescheduling (not cancelling) All Saints' Wake to a more suitable time.

While the vaccination rates in JP are at a steady trajectory up, they just recently got over 70% of the population with 1 shot and 60% of the population fully vaccinated. TBF, I'm not reading every article about business practices in JP atm, but looking at those numbers I don't imagine any industry there yet working at pre-COVID efficiency. Sure, workflow has been better optimized around existing restrictions, but it's still "disrupted" from what was "normal" pre-COVID.
And actually... even without taking that into consideration. Why is November this year "major expansion launch time" as you put it... instead of the usual june/july timeframe? Because of the delays because of COVID last year.
Regardless, we're getting the event this year anyway despite any misplaced notions of entitlement.
