Probably because people are tired of the easy mode players joining the optional "harder" content because they want shinies and then decorating the floor the entire duty while they wait for 7 other people to clear the content for them just so they can roll a 99 on the loot and run off with it. So they'd rather the easy mode content get harder so people have more incentive to learn how to actually play the game. At least then the duty doesn't fail as often due to having 2-3 of these easy mode players in it since the odds of getting this type of easy mode player decrease.
