This is how my groups have typically looked while I've been playing my "tank" character for the past month:

1 dps might be above me on dmg, maybe 5% of time both dps are above me.

Less then 20% of the time the healer is above 10% dmg.

Most healers do not know how much they can heal for as that is shown in how low they let my hps go before starting to try to heal. At that point they are panic healing and I am triggering my immunity if it's available.

Most healers don't pay attention to defense buffs to know when they are about to drop to plan accordingly. It's once again panic healing and yes the typically dps in the duty is not good enough to blaze down most packs of enemies before defense buffs start to drop off.

I could go on and on, but the typical player in the duty finder just isn't very good. That is the player base the Devs are balancing everything around.

Is this good game design? I have no idea. What I can tell you is that the server populations are not going down so people enjoy this current level of game play.
I’m a day one player and tbh I don’t pay attention to any of that. I consider that the barrier from fun to taking it very seriously. It’s why I never learned how much damage I do in league etc. I reactionary heal to damage done. I don’t even think you can predict how much your heals do anyway, but in 6.0 I’ll start memorizing savage/extreme boss fight patterns instead of just learning mechanics.
