Have the people who want this feature considered for a moment that an option to turn off other peoples glamour might not solve their problem of other people existing in an MMO? If someone really wants to dress in revealing gear then, when outside of combat at least, there is nothing to stop them using glamour to display one set of revealing gear over another. So even if you could turn their glamour off, you'd still be stood looking at their ass.
So, aside from this idea being the antithesis of what an MMO is (other people existing in a shared world) it has a flaw in the concept so big you could drive a bus through it.
If someone wanted to troll (like that would ever happen huh?) They might even glam modest gear over the top of revealing gear when in town just to trigger the puritans.
