But, as someone pointed out that would complicate things with even small FCs who have no housing. SO, here's another thought:

i don't think i see how it would complicate things for small FCs. Why would they need to swap who has the GM title in any consistent way? They can promote officers and adjust their permissions to do just about everything a GM can do. If the GM decides to quit then the auto-promote will take over.

Maybe I'm overlooking something, but I feel like adding a timer to GM promotion would effect so few people that it would be negligible.

Why not prevent any character that is not on the original charter used to create the FC from being promoted to FC leader until they have been part of the FC for 45 days, then tweak the FC leader auto-assign rules so that if a valid leader is not found after 30 days of leader being AFK the FC just deletes itself (which would auto-demolish the FC house as part of the delete process)?

What I observed the past weeks, I won't totally underline that part.

There might not be a direct reselling for newcomers into housing (except via fc-vendoring), but for ones who are able to relocate. So like, observing the plot market, and abusing the relocation function to keep them busy and offering them somewhere - either Gil or real money.

There are several plots circling through the same persons and/or fcs. Always the same involved, and freshly claimed plots free again after not even 24 hours - sometimes even switched back after an hour. And many plots that are not even used in a normal house-way with decoration and such, maybe 25% or slightly more.
Those houses get normally used later with not the suspects involved anymore, which is somehow a sign of currency flow.

Had that with a plot lately in Lavender beets: Free, then bought by someone, free again not even 12 hours later, bought again to be free after 6 hours for brief time, and poof! Owned by someone else who really put some stuff in there. Too suspicious to be coincidence. And that went same with some other spots as well.
(People who know this plot will still see the clicker bot working there now - for the busy plot)

It would already help a lot by simply disabling the relocation feature, so everyone is inside the competition. The FC thing is a very own topic, and the overall problem has a lot of layers which simply were not clearly thought through by Square. Now the Kraken is unleashed, and no easy solution nearby, which gets everyone happy.
