No, I reached friendly with them yesterday, today, when I accepted the quests again, went and completed them, and now when I go to turn them in it tells me that I won't get any reputation reward for them.

It's because you're at max reputation for that rank, you should have a side quest (blue) nearby with the Sahagins. Wait to turn the one in you currently have until you do that quest. Once it's done you can turn it in and accept three more quests to do. Each time you cap reputation and they won't take your turn in, it only means you need to do their side quest for next rank.
