So I just finished the Bozja storyline and... based on seeing that concept art I suspect they might use the skinny Femroe body type that Queen Gunnhildr uses as their starting point.

I wouldnt mind that body at all tbh, as long as we get a muscle slider possibly? Would be the third (female) race to have a muscle slider on them, which would be nice! Might not tho cus they didnt give it to Male Hroths, but who knows.

Muscle Slider isn't happening unless they get the FemRoe Body.
Which Id rather them have to line up with the MaleRoe body that the Male Hrothgar got.

Not sure why people are surprised when we've already seen stylized art of fem hroths in-game during the Bozja questline and they looked similar.

The thing is though, is that they will not be getting a muscle slider so you shouldn't hold your breath for it. Every race that has an ear or tail slider does not have a muscle slider. The only races that get muscle sliders are hyur and roegadyn. Neither of which have customizable ears or tails. That said, I think it's likely they will have permanent high muscle tone like the viera.

To be fair, concept art is just that...a concept. Not the final version. This could be seen as a hint of things to come though, at least in my opinion. This concept art lines up with what little we've seen. Still, I'd probably expect them to look slightly more bestial than this when they are finished, but I'd be very surprised if there wasn't a "pretty" or "cute" face available.
