Except it really hasn't stopped the botters at all. In fact, botting has only increased since the placard timer was introduced.
You never saw bots back in the day. At worse you saw people keeping plots hostage for large amounts of gil.
Some say RMT bought houses but can't say I witnessed this in EU but maybe it's more frequent in NA.
No details on how the lottery will work have been released yet. What we know is from the Live Letter in July.

YoshiP did say that it will only affect some wards. Other wards will be First Come, First Serve.
He also said that some wards will be designated personal only and some will be FC only. Adjustments will be made to relocation but no hint as to the type of adjustments.
Everything you hear players saying beyond that is speculation (and there's a lot of it). The best guess is it will all happen when Ishgard housing is opened in 6.1 and we'll likely be getting the details either in one of the live letters or in a blog post in the weeks before 6.1 is released. It's extremely unlikely anything more will be said before 6.0 is released.

I came over to this game and a lot of that had to do with the housing. Now that I am here, I am finding that it's simply not an available feature. I wrote support asking them about being told to use mods or bots to get housing (that's what the forums say). The response I got was frankly rude and non-supportive in any way. No word about them working on it. No word about this "lottery". They basically said too bad for coming to the game late and this feature is not available to you.
If I wanted that kind of response, I would have contacted Activision/Blizzard support.
I cancelled my sub. Already been burnt by one company, now I have one telling me that some features of their game are only available to certain players. Not investing in a game that doesn't invest in it's customers. I don't think so, Jan...

Game Masters aren't there to answer normal questions or give players inside information about development plans. They're there to fix problems within their authority. It's always going to be better to talk to other players to find out how game features work and what's been announced as coming in the future.
If housing was the main reason you picked the game, then you picked the wrong game to play. This is not a housing-centric game.
As for not investing in its customers, SE does far better by its player base than most game developers do. There have been many changes and additions to the game over the years that were in direct response to player feedback.
If you're willing to reconsider, here are some things to keep in mind while we wait for the new Ishgard housing district and some other changes coming in 6.1:
Apartments exist and they're available on every world except Balmung (which has a housing congestion problem due to its very high population of roleplayers). While lacking an outdoor space to decorate and being smaller in size, they've also got a few perks that automatically come attached along with the best perk of all - you can't lose an apartment to demolition due to inactivity.
When Ishgard opens, it will increase the number of houses per world by a minimum of 1440. There's hope (though not a guarantee) that SE will be able to add additional wards to all housing districts at that same time, which would increase the supply even more. It was something they had originally planned to do in 2020 but had to scale back due to logistics problems created by COVID (we ended up with only 3 new wards per housing district instead of more) and the continuing COVID problems world wide in addition to the semi-conductor shortage are making it difficult for SE to obtain the equipment needed then get it installed at the locations that house the game servers.
If you're just not interested in giving FFXIV a chance, then I'd suggest ESO or even RIFT for MMORPG housing.

I was perfectly fine with an apartment, but can't seem to find one. If my Free Company is in Gridania (SP?) then my apartment building resides in the Lavender Beds. There are 24 instances of that, I believe. I went through all of them, and the apartment lady said none available. Am I bound to the lavender beds without changing FC's?
I didn't open a ticket with a game master, I wrote an email to Square Enix directly. The information wasn't my issue, it was the "too bad, kiss off" attitude it was written in that I didn't appreciate.
Also, didn't know anyone who played this game to ask so I went with the company's advertising.
I do realize that housing isn't important to some people, but it wouldn't exist if it wasn't important to some, nor would they have made a subforum if it wasn't something they expected to be discussed. They dropped the ball. My main purpose in posting here is to give them feedback as to why one might cancel a sub to their game. Being locked out of a game feature is annoying, but being told to go "suck it" is another thing altogether. Know what I mean? Probably got the wrong SE guy before his coffee, but it left a bad taste in my mouth.

You can buy an apartment in any of the 4 housing cities no matter your GC choice. You will need to do a small quest to gain access to each residential area for each city.
Malboro has plenty of apartments in all the residential areas. You can check if an apartment building is full by opening your map. If there's a red tick icon on the apartment building;it's full.I was perfectly fine with an apartment, but can't seem to find one. Also there are apartment buildings in the sub-division. So currently there are 48 instances of apartment buildings in each residential area.
You can purchase an apartment in any residential area regardless of FC or GC affiliation.
