Coming from PSO and PSO2, I would certainly enjoy them, but I don't think it's gonna happen. Not least of which because it would lead to a lot of visual clutter in high-pop areas.

What would you do if its the healer behind you talking. Can't see chat bubbles.
Not trying to be mean but that makes you look either extremely lazy OR someone with an ungodly size tv... what do you play at a movie theater? It's literally a quick click of the eyes to the left. Hell you can even split the box apart and move each box to a different part of the screen.
The chat box is on the far bottom edge of the screen. In general I already have a hotbar full of CD's, a party window, a minimap and an actual fight to watch; the chat box is low low low priority.
Depending on how they work you can often choose a position to place offscreen chat bubbles, and since they're temporary and click through they'll never get in the way like a chat box does.
I do have a pretty big tv and monitor I play on, but even that's beside the point. The chat box is just inconvenient and unimportant. I wouldn't have any issue with adding chat bubbles though I would never use them. The only criteria I would put on it is the default is no chat bubbles unless you explicitly turn the feature on.
I have a big tv too. You can resize the box to your liking too. My point being chat bubbles aren't needed when we have the tools to make the chat box everything you need and want it to be. Break the TOS I've seen it on youtube so there is a mod for that.
Commendations.
If I play dps I only give it out to other dps.
If I play tank I only give it out to healers.
If I play healer I only give it out to tank.
Only if they should be getting a commendation.
There are always exceptions to the rules!
There's a lot of people in this thread (who have been playing much longer than I have, from the look of it) talking about how they might miss stuff in the chat box directed at them, or they miss things in party/Alliance chat because they're too focused on what's going on. That doesn't have to be the case, though, and you don't need chat bubbles or third party tools to fix it! It's right here, in the Character Configuration settings:
You can set up sound alerts for certain chat channels, including party and alliance chat. Very helpful for dungeons, I've found; there's been a few instances where I've been focused on tanking, and wouldn't have noticed a message in party chat if it weren't for the sound alert prompting me to look over and see what was said. You can also get alerts if someone emotes whilst targeting you!
Granted, it doesn't do anything for /say (how could it, really) and I know that I'm only speaking from the experience of a new player, but it doesn't seem that /say is even used much. Most of the time, if I see something in that channel it's either an RMT bot, or just two/three people speaking directly to each other. 99% of public chat that I see going on between folks is through /shout or /yell.
