What even is Bozjan and Zadnor scaling?

I think the scaling is based on how many people are in the instance, not how many people are doing any specific FATE. So if it's a full instance then a group of 3 people that's broken off from the main horde of players isn't going to be able to do much on their own. Conversely, if there's only 10 people in the entire instance and they're all doing the same FATE, they'll crush it in seconds.

Beyond that, I think it just takes a long time for the scaling to kick in. If an instance seems empty but the FATES are still kick your ass then maybe give it 10 minutes or so.
