Actually, it simply won't let you change your equipment until you are out of combat.

I've always been able to change everything but my weapons out during combat (assuming they're of a different class, same-class weapons should still be interchangeable).

I'm curious if gear swaps really become active stat-wise only after you're out of combat though.

I do remember there being a debuff before when switching gear in-combat. I don't think I've seen it for a long while though, and I gear-swap on moogle all the time to nuke in first/last parts of the fight where little healing is needed. Mebe they took the debuff out in a patch or something o.O
