First, North America includes more than just the United States of America (such as Canada, which also does not follow Civil Law, but I digress). There are places in North America which do also prosecute for legal insults because they also follow Civil Law or they integrate a mix of Civil Law into their judicial system.
Second, just because various countries follow Civil Law doesn't mean people enjoy them, that they're fair, or that they're right. Oppressive laws and governments are some reasons why people immigrate (or, as it sometimes ends up, escape/run away). This includes immigrating(or escaping) to the United States.
Third, your post just made me love and appreciate the United States a bit more. Personally, I'm quite fond of our freedoms. It's not a perfect country, but neither are any of others out there.
Lastly, pat yourself on the back, because your inability to move beyond generalizations of an entire continent and stereotypes makes me feel pity for both you and whatever society you're inadvertently representing, because you make it sound either incredibly jealous or just generally mis-/un-informed (intentionally or otherwise).
Edit: unless I'm misinterpreting, it turns out that place is Germany. Thank you for giving Frau Goode (probably not the one you're thinking of) reasons to move to the US, because she provided me an incredible education and is an incredibly wonderful woman who deserves the best of whatever she wants in life.
