Why is the PvP Shadowstalker set unavailable permanently?

Yeah, one new set (and one without weapons to complement them) was pretty...pathetic. I'm hoping they do better with that in Endwalker. New glamours are honestly the only thing that actually gets me to PvP nowadays. Don't think I've actually taken part since 5.1 maybe?

On topic - Is this a feast season reward or something? I like the look of the set but there needs to be incentives to do pvp, although i wish it was rewarded more generously but that's me.

It's really a waste of ressource to make theses just for a few hundred.

Was going through glamour items earlier, and noticed this very cool armour that would've looked perfect on my Paladin..
..turns out it was some old(er) PvP armour, which isn't even available anymore. Literally never seen anybody use it in-game.
