And get rid of multiple types per tier.

If you get a tier IV materia it should have one value. not 4.

They unfortunately could not do that now, though. Since people have been using variants on gear, own variants, etc. Unless we went through another round of dated gear/dated materia they won't be able to get rid of the variants.
