Both of them did horrible things in their past but only one of them was actively working to repent for their sins.
Perhaps a more agreeable rationalization would have been "what Jifuya did was reprehensive, but it was legal at the time (slavery is still a thing in Ul'dah, and prostitution is a thing in Kugane, so this practice might have been a thing in Doma even before Garlemald came), and right now my kingdom is on very rocky ground and I can't go around punishing people who fought for me for stuff they did back then, lest I risk losing support".
