The model is there. Everything was ready for it to be a mount in game.
They literally just took it from the game and put it behind a paywall.
This delusion that things are made only for or thanks to the cash shop needs to stop.

ok so just Speculation at this point.We are going to the moon in Endwalkers and in FF4 it was used for that purpose. So if they are referencing FF4 in Endwalkers then would make sense that the whale would take us to the moon. Could be wrong but given how they reference other FF games its a strong possibility.
But it's the truth. Just because a version of the model was there doesn't mean it STILL wasn't planned for anything but the store. Otherwise it'll been put or used elsewhere. The fact it's not proves otherwise. Plus it's been five years. Chances are it was never going to be put in game as a player mount otherwise.
I guess I find all the anger about cash shops in general to be misplaced. I played FFXIV briefly years ago and recently came back, but did play other MMOs in between. In the five years I wasn't playing, my sub price did not increase. I can guarantee that in the many years this game has been around, costs have gone up. And, people need to remember, Square Enix is not your buddy, it's a for-profit company. If they don't make enough money on a game, it gets cancelled. So, they have made the same calculation as WoW, the other big pay-to-play MMO. Instead of increasing your sub price, they've added a cash shop. Personally, I was originally against cash shops at all, but I'm at that point where I'd rather keep my subscription price lower and then just buy an extra thing now and again if I want it enough. I think it's naive to think that there aren't going to be additional player costs in a world where inflation is a thing.
Yes, you could argue about whether a specific mount should be in the cash shop or not, and whether the price is reasonable, but SE made that same calculation. They made a mount they thought people would buy, so they cash-shopped it. Ultimately, there are lots of great mounts you don't have to buy, so I'm fine with it. Personally, not going to buy it, but don't have an issue if others like it enough to buy.
Consider This...the Models Purpose was just to be a Unique Boss in the Alexander Raids Series.
They did not originally plan for it to be a mount, and until 4 years later now it is a mount.
That isn't necessary true.
Just cause a boss asset is in the game don't mean it can be copy pasted as a mount.
I would say probably not. You have to remember this is a themepark MMO in Final Fantasy. The preorder bonus is FF4 related (minion), the whale is FF4 related. Heck even the WoL PLD outfit reminds me of Cecil.
This isn't the first time we have had FF4 stuff as Preorder bonuses
