Viera's are known for their heels, the developers of SE have even previously stated that considering they were very well aware in FF12 viera's feet tended to digitigrade, it was a very defining fashion sense for the race. You won't witness a lalafel wearing viera shoes - so no, these particular rabbit shoes are not for other races. I do not consider this 'gender/race-locking' as this is a matter of viera obtaining viera shoes.
IMO they should have made Viera feet digitigrade but they didn't so here we are. If humanoform Viera feet can wear those anklebusters well then every other race sure can.

It still would be the standard viera shoes but with the option to cut them down so we are able to wear trousers. I'm not sure where the whole mentality of "Timothy got a bike, so I want a PS5" comes from.. I'm not saying all heels from here on out should be for the viera, I am merely stating an idea so I can broaden my wardrobe while maintaining a trademark-viera appearance.
While I am aware that FF12 and FF14 are different games, the developers still stated that heels are a very defining feature of the viera, and the viera could only be implemented if they were given normal feet. I dont mind not having digitigrade feet and am grateful for them still being put in the game... But I would still like to keep up the appearance of looking like a Dalmascan. This small change will not affect anyone's game negatively.
