The game files might be corrupt for Azim Steppe on your computer. The only way to fix something like that is to delete and re-install FFXIV from scratch.

Other suggestion: Try to log in to your character from another PC/PS4/PS5. This requires a bit of understanding though. If you play on one of these there are restrictions. So how it would work is, if you have a friend that plays FFXIV and you both have the PC version (Not steam) then you could log in your character on their PC and see if it lets you in. If it does, teleport to a town and then try logging in to your PC. (If it works, chances are I am right about the corruption and you'd need to delete and re-install the game). If it doesn't work, then you need to contact support and have them move your character since there is something wrong server side.

Most times however, it will be your copy. But logging in to another PC requires the same type to be installed as I stated (Non-steam => non-steam or steam => steam). Not sure how PS4/5 would work, but should be similar, and yes playstation version can corrupt to, needing a re-install.
