Steps:
1. Cast Glamour onto a pair of legs
2. Glamour Prism is consumed and shows the appearance on the other legs
3. Old legs are still showing even though the appearance had “changed”
4. No matter what I do, be it change leggings or take them off entirely, they still show no matter what

Post what leg slot gear name you are wearing and what the name of the legs are you are trying to apply as the glamor.
Sometimes the gear you are attempting to use as a glamor is restricted to certain jobs.
For example, while one can glamor a Black Mage only leg onto a any-caster leg, only if you are a Black Mage will you see the glamor. Other caster jobs will see just the any-caster leg.

Also, post what your chest and feet slot gear items are.
Sometimes the chest item or foot item "overrides" the leg slot to the point you can't exactly tell what legs are on from looking at your character model.

Maybe what you are seeing is the feet which are tall enough to cover them?

Ahhh. I didn’t know that was an issue. I was trying to transmog the level 60 summoner set into something a little less angelic like. Haha

I’m not sure what the issue was, but upon logging out for a couple hours and coming back it seems to have fixed itself.

Looking at your character profile just a bit ago, I see you have Sharlayan Philosopher's Longkilt glam'd to look like Ramie Tonban of Casting, which gives you the parachute-pants look instead of the long kilt look.
What you likely ran into is the feet slot Caller's Sandals will override the leg parachute look with their own parachute look running up the legs.
You normally don't see this when you have a large kilt/skirt look for legs, as the feet parachute look will be under the kilt.
Logging out/back in may have allowed either the leg or feet to override the other, resulting in a look you wanted..... likely it may "change" again depending on which slot "takes over".
