It blows my mind how “quiet” FFXIV development seems!

Personally, I think it's fine with the pattern we seen since forever. But then I don't raid and don't need to know BiS weeks/months before we get the expansion release.
Nor do I think we should have a PTR, I mean just look how buggy wow patches is compared to FF.

But ShB stuff was leaked way before any fanfest, even SB stuff during the 4.x series.
Apparently, SE got rid of the person leaking info. But the development wasn't always this quiet

He does not seems to have been doing good job leaking things then, seeing that part of the player base was surprised that DnC was not a healer when it was revealed

I remember eagerly following news leading up to the release of Kamen Rider Climax Super Heroes for the Wii, and in the months leading up to its release they teased that there was a secret character and hinted they'd be unique to the game, later they showed their silhouette, later just showed them, later told us how to unlock the hidden character, and finally they just showed off their moves like they were a regular and non-special part of the roster.

That's def on the more extreme side of the spectrum, but considering how much I enjoy discovery and build up in my RPGs I'm glad Yoshi plays around on the more secretive side of the spectrum with their planned leaks.

I mean, play a few years and you will have a general idea of what substats you want on BiS pieces, but maybe not exact break points. As for player improvement programs, there is a strong don't ask don't tell in game but the data and programs are easy to find outside game sources. As for story and spoilers, who really cares?

there has been cases of leaks and datamines, gunbreaker and dancer were leaked, as was blue mage. hrothgar were first referenced by the blufever leaks, and this was proven true when in a french datamine, dialogue strings referring to hrothgar and their 'lustrous manes' or something to that affect was uncovered. other misc stuff like omega-m and omega-f originally being called adam and eve was something mentioned and later corroborated in an interview with koji fox, citing religious sensitivities for being the reason why they changed it.

Not knowing how healers will be cooked up sure is not reassuring that's certain. Quiet development is very good for discovery and I love that but I feel they should be a bit more transparent on gameplay issues players have had throughout the whole expansion.
