I'll just give you a fair warning because you probably got reported many times already. But the practice of buying FCs to get housing plots is against the terms of service for the game and is a ban able offence in the game. the majority of threads on this forums are about how to prevent people from doing this and you provided everyone with your PSN and your server so i would be careful if i were you.

I don't think this is true. There are no systems in place to prevent people from trading gil to one another in order to pass FC leadership. The discord server that's linked below your post is pretty well-used and includes tips specifically to get GM assistance in case a transaction goes poorly.I'll just give you a fair warning because you probably got reported many times already. In terms of people who are reselling, like giving up their home and then trying to sell it off for an enormous amount of gil, that sort of reselling of housing is a no-go. We do not stand for that.
When you do see a player that is obviously utilizing their housing to sell it off for a really high amount, and you do see in party finder, please let us know. Report it to us and then GM's will go in and investigate. And if we do find evidence that it is true that a certain player is going out there selling off their land for an unusually large amount of money, we will try to go in there and make them refund that gil and return the land.
We may have mentioned it before, but we do not allow people to do something as malicious as selling some of these plots. Again, once we have it reported, we will investigate and find the evidence. And once we find sufficient evidence, we will try to address it and rectify the situation.
"enormous amount" is pretty subjective though.
That's why it'd help to have clarification from Yoshi-P on what is (and isn't) acceptable with housing.
The single biggest thing I do not like about the house resale process is how much additional cost is tacks onto a house. This is problematic when price inflation kicks in, largely driven by how much gil an endgame player can generate. All this does it make it harder for a newer players to get into housing than it really needs to be.
There is a market in selling houses this way, hence the many 1 person FC's, people keep on selling their FCs to make gil, for later on it ending in the RMT.
Hence why that their should be a minimum of active accounts per FC, and not just be able to settle with 1 person.
