All mounts arrive as whistles anyway, don't they? That's how they work.

The thing is, they've said in the past that there's some kind of global limit to how many things can be made account-wide overall, and assuming they're being honest with that, it explains why they offer it so sparingly.

So that's why I think they could do a compromise and let you receive a purchase on multiple current characters without needing whatever back-end tracking they require to register a thing as account-wide. You wouldn't receive it on future characters, but you could get multiple copies of it now.
