Louhi depends on when he spawned last, and if you pre-farmed a specific mob enough to actually get him to spawn (The mob ONLY shows up at night, so if you're gonna try to farm Louhi you need to ignore other fates to make the most of your time). Same for the other big ones from what I remember. It's why there's eureka trackers that people can look up/share with others to keep track of what has/n't popped, when it did pop, when it'll be up again, and so on.

If something BIG doesn't spawn, that just means the timers/RNG didn't like the group there and maybe future people in that instance will get it instead.
I'm aware of all that, I'm one of the people that runs the trackers and lead trains when I spawn into an instance. But this is my frustration, being unable to organize a map sometimes because they're off believing in fairytails and insisting they need to run half an NM train before they even attempt Cassie. Yet if we did it that way, we'd likely start her too late in the window. The bunny fates might not be NMs, but I fail to see how the system doesn't see them as fates all the same as the NMs that spawn. Wasn't there a rule, something like only a maximum of 5 fates can be active in a map at one time?
