    See the thing is they need to adjust every single piece of gear for each new body type - that's why we have only really human-looking races.
    That's the reason Hrotgar and Viera can't wear most headgear - it's 'just' a single piece and not the whole set they need to adjust and it's still a HUGE undertaking.
    Now imagine how much work it would be to adjust ALL the gear for a race like this (that only a small fraction of ppl would play, anyway).

    Also, I'm all for no new races and expanding customization on the current ones.

    Here’s Yoshida’s exact quote about how the team ended up being able to add male Viera to FFXIV. He also went over what the staggered tactic will mean for Endwalker.

    However, there was a significant amount of people around the world asking for male Viera and female Hrothgar—which was expected of course—but I was going to follow through with my stance of not adding any more playable races. At the same time, our graphics staff on the development team wanted to explore all options to see what they could do to figure out a way to somehow realize this request from the players.

    They spent over half a year using what free time they had in between their normal work on the patches to consider ways to add another playable race. From this they concluded that we could probably squeeze in just one more at this time. (...)

    My understanding is that, at least, "free time" means "downtime at work" and not outside of work hours. But still it sounds like they are absolutely squeezing in what time they can to make this happen.

    Maybe they really thought the split Viera/Hrothgar was the last race they could add, or maybe they wanted to hold one last slot for a future race and thought that the split race covered the things that people most wanted in the meanwhile. But now they're using that final slot (and putting in the related work) ahead of schedule to give us the other halves of the races.

    The current limitations on Viera and Hrothgar also highlight why we won't get a more beast-bodied race in future. Everything would need to be massively adapted and tested for them, or quite likely they would miss out on whole chunks of glamour options because of the extra work required. Additionally they would probably look awkward in outfits designed for humans.

    It's a very different situation to building specific NPCs who have a single outfit that can be designed to suit their body shape.
