I always so it more as an Easter egg since ShaNtotto was a very important character from FFXI (and the most powerful BLM).

Yeah I know who Shantotto is but the BLM questline makes the FFXIV Shatotto seem like a very important person in the history of black magic so I'm surprised she's not more prevalent in Mhach etc related content

Shatotto was more famous during an earlier time of Mhach. The remnants of Mhach that *we* deal with come from that civilization's end, when she was but a historical figure. Remember, according to her lingering spirit, the wide hats that BLM are known for wasn't a thing when she was originally alive, because it reduced accuracy in spellcasting, but by the time of Mhach's end, the big hats + eye patch combo had come about due to their association with voidsent.
