The problem is all of NA is effectively congested at this point. There's no point in offering free world transfers when all worlds in the same region are also congested.

Once they're able to add new worlds, then we'll see the free transfers appear for a while.

Yes, but that would have been their status last time the list was updated, which I think was a few months ago. If the incentive has had its intended effect, those worlds won't be lower populated any more.

We might get an updated list with the patch this week.
