I think you answered your own question with that one. SE's reaction to RMT is too slow. Meaning even if they ban one group, another will pop up almost immediately, not solving the spam issue.

But why would the RMT groups use the global chat and paint a big red target on their foreheads, is what I'm saying.
FF11's RMT countermeasures were a slow start and then out of nowhere they came down swift and banned a ton of people a few years ago. Before then RMTs infested NM/HNM spots and all of a sudden they were all gone. And either way the utility and good that a global chat channel can do far outweighs that negative. It's like the people that didn't want jump just because they don't want to see it.
