If the supply was big enough then a LOTTO would not be needed now would it? Cause everybody would be able to get a plot and SE would not have to fall back on such methods.

There's a certain threshold where it doesn't matter, but the main thing SE is trying to solve is stopping people from sitting at the placard for hours on end. That's not healthy for anyone involved, and at least they are trying to do SOMETHING to stop that. Would you rather force people to sit in front of a computer for 12+ hours?
